It’s pretty simple, really.
You, as a registered user (Become a registered user) have the level sixteen magical ability to cast “Modify this page” on any page. If you do this on any page that doesn’t exist yet, then afterwards it does.
The easiest way of doing this is to find somewhere to link to it from (Say, the front page) and edit that to include a link to your as-yet-nonexistant page, like this:

(Surrounding any word or phrase with ((double brackets)) makes it an internal wiki link.)
Then when you try to follow the link (ie, Blue Things above) you will be told this page doesn’t exist, and asked if you want to create it.

Formatting is reasonably logical and described better at Textile’s Home Page (There’s a certian bootstrapping problem to explaining the formatting here, since everything I write will be formatted according to the rules. This will be solved in a later version of the wiki software, which I (Aquarion) write).
